A Manitoba RCMP officer has been found not guilty of assault charges after a woman's arm and nose were broken while in detention in Portage la Prairie almost two years ago.

Constable Tyler Hoogkamp was charged with assault and assault causing bodily harm by the the Independent Investigation Unit of Maniotba in November 2022. The charges arose after Hoogkamp punched a woman in the face and later pushed her while she was inside the Portage la Prairie RCMP detachment in July 2022.

On July 1, 2022, officers reportedly detained a woman in Amaranth. Police say they encountered the woman screaming and banging on the door of her residence in the early morning and apprehended her for provoking a disturbance.

Manitoba Provincial Court Judge Patrick Sullivan concluded in a written determination on May 29, 2024, that prosecutors failed to prove, beyond a reasonable doubt, that the actions taken by Constable Hoogkamp were excessive use of force.
