The following is a summary of police activity in the Central Plains Area (Portage la Prairie, Treherne, Amaranth and the surrounding Rural Municipalities). The reporting dates are between Nov. 21, 2016 and Nov. 27, 2016. During this time period police responded to:  370 calls for service.

RASH OF THEFTS

On Nov. 23, Portage la Prairie RCMP received four calls of service of thefts at various locations in Portage la Prairie.  A vehicle had its window smashed and items taken from inside the vehicle at a business just east of Portage la Prairie on Hwy 1.  At approximately 2:00 p.m. Shoppers Drug Mart had a bottle of cologne stolen worth $135.00. At approximately 4:00 pm, the Manitoba Liquor Control Commission had a $62.00 bottle of liquor stolen from that location.  All three locations had video surveillance that indicated that the same person was responsible for those thefts.  Members of the Portage la Prairie RCMP were familiar with this individual and were able to arrest the 22-year-old male with various theft charges.

Portage la Prairie RCMP responded to a call of theft from a local store in Portage Nov. 25.  A male entered this business and distracted the store clerk.  The male was then able to grab items of value in excess of $5000.00.  The theft was not discovered until the end of the day.  Portage la Prairie RCMP are still investigating. 

Portage la Prairie RCMP responded to a call at the Portage la Prairie Walmart of shoplifting.  RCMP arrested a 40-year-old female from Winnipeg for theft under $5000.  The female had outstanding warrants from Winnipeg Police Services and Dakota Ojibway Police as well.  The female was remanded into custody to appear in court on Nov. 28, 2016.

On Nov. 27, suspect/suspects attempted to steal a pickup truck on 11th Street NW.  The suspect/suspects damaged the ignition in an attempt to steal the truck.  If anyone had seen anything suspicious or have any information regarding this incident to contact the Portage la Prairie RCMP.

GUNS, DRUGS SEIZED IN RAIDS

On the morning of Nov. 26, Portage la Prairie RCMP along with the RCMP Emergency Response Team executed a Search Warrant at two locations in Portage la Prairie.  One residence was in the area of Cedar Bay and the second was on 4th Street NW in Portage la Prairie.  Portage la Prairie Ambulance Service were staged for support for the searches.  During the search, a number of fire arms, drugs and drug paraphernalia.  Three males all face various Criminal Code charges as well as under the Controlled Drug and Substance Act.  All three males were remanded to appear in court on Monday November 28th, 2016. 

ARSON UNDER INVESTIGATION 

In the early morning Nov. 23, Portage la Prairie RCMP received a call to assist the Portage la Prairie Fire Department at a house fire on Fisher Avenue.  It was determined the blaze was deliberately set.  Someone had broken into the residence at 141 Fisher Avenue to start the fire.  

FORCED ENTRY AT HILLS

At approximately, 3:20 a.m. on Nov. 23, Portage la Prairie RCMP received an alarm call at Hills Drugs Store in Portage la Prairie.  RCMP arrived and determined that the building had been accessed by forced entry through the front door.   Police Dog Service was called but were unable to locate the suspects.  Video surveillance is also being looked at to try to identify the suspect/suspects. 

LIQUOR THEFT ATTEMPT NABBED

On Nov. 22, 2016 at approximately 2:45 pm, the Portage la Prairie RCMP received a call from the Manitoba Liquor Control Commission (MLCC) of a male attempting to steal a bottle of liquor.  RCMP members arrived and located a 22-year-old male from Winnipeg who appeared to be intoxicated.  RCMP arrested the male for theft.  A female was also arrested for causing a disturbance.  Both the male and female were taken to the Portage la Prairie RCMP Detachment. The male had outstanding warrants as well as being on conditions of Probation and a Recognizance.  The male was also in possession of drugs.   The male was arrested for 6 Criminal Code charges and 1 charge under the Controlled Drugs and Substance Act for Trafficking.  The male was remanded into custody to appear on Nov. 24. The female was also arrested for 2 Criminal Code charges and 1 charge under the Controlled Drugs and Substance Act for Trafficking. The female was remanded into custody to appear in court in Portage la Prairie on Nov. 24, 2016.

BREAK AND ENTER AT SHELL

At approximately 3:00 a.m. on Nov. 23, 2016, Portage la Prairie RCMP received a Break and Enter alarm call from the Shell gas station on Highway #1, just East of Portage la Prairie.  Portage la Prairie RCMP members attended and located a 22-year-old male from Winnipeg still inside the gas station.  RCMP were able to arrest the suspect without incident.  The male suspect had placed a large amount of cigarettes in a garbage bag.  The male appeared in Portage la Prairie on two charges of Break and Enter with Intent and Mischief.

CAR STOLEN

Portage la Prairie RCMP received a call of a stolen vehicle from the Parish Lot near Portage la Prairie on Nov. 24.  The vehicle was parked unlocked and with the keys left in the parked car.  The vehicle was located a short time later near Peony Farms area.  The vehicle had been burned on the inside.  The vehicle was towed and the owner notified.

TRAILER BURNED IN TREHERNE

Treherne RCMP responded to a trailer that had been burned near Road 54 North on Nov. 24.  The trailer was damaged and a serial number was unable to be located.  Anyone with information regarding this incident are asked to call the Treherne RCMP Detachment.

DRUNK BRAWL

Portage la Prairie RCMP were asked to attend a local liquor establishment Nov. 26 as there were two males fighting.  RCMP arrived and arrested both males under the Intoxicated Person Detention Act.  Both males were also issued a ticket in the amount of $673.65 under the Liquor and Gaming Control Act for Disorderly Conduct In or Around a Licensed Premises and released when they were sober.

YOUTH FACES MULTIPLE CHARGES

Portage la Prairie RCMP were called to a residence on 18th Street NW in portage of an unwelcome guest.  When RCMP arrived, the 13-year-old male looked like someone that had pointed a firearm at a store owner in the Glenora area, earlier in the day.  The male was arrested and during the search of the male before lodging him, an amount of drugs were located on his person.  The youth was arrested for possession for the purpose of trafficking as well as two breaches of his Recognizance.  The youth was also arrested for two Fail to Comply with his Recognizance, Assault with a Weapon, Possession of a Weapon for a Dangerous Purpose, Pointing a Firearm and Theft Under $5000.00 in the Glenora area.  The youth was held to appear in court on Nov. 28, 2016.

SHED BREAK-IN

Sometime over the past week, a shed on 7th Street NE in Portage la Prairie had been broken into.  Nothing was taken but there was damage to the shed.  Anyone seeing anything suspicious or have information that would assist in furthering this investigation is asked to call the Portage la Prairie RCMP.

VEHICLE FIRE

In the early hours on Nov. 28, Portage la Prairie RCMP and Fire Department were dispatched to a vehicle fire near Mobile Street in Portage la Prairie.  The vehicle was completely burned.  The registered owner was unaware that his vehicle had been stolen at that time.  The vehicle was stolen from 2nd Street SW. 

DAKOTA TIPI PROTEST

On Nov. 26, members of the Dakota Tipi First Nations organized a peaceful protest on Hwy 1 at Yellowquill Trail south of Portage la Prairie. The eastbound lane was shut down to traffic to accommodate the protest. The people at the protest were to show solidarity for the people at Standing Rock in North Dakota.  There was a Pipe Ceremony at the protest with people involved.  The RCMP respects and protects the right to peaceful demonstrations as guaranteed under the Canadian Charter of Rights and Freedoms.

DRUNK DRIVERS NABBED

Portage la Prairie RCMP received a request from Carman RCMP on Nov. 23 to be on the lookout for a grey coloured car that may have an impaired driver.  This vehicle was last seen heading north on Hwy 13 from the Elm Creek area.  Portage la Prairie RCMP travelled south on Hwy 13 from Hwy 1 in search of the possible impaired driver.  Portage RCMP were able to locate the vehicle and conduct a traffic stop.  The 44-year-old male was arrested and charged under the Criminal Code with impaired driving, driving with a blood alcohol level of over 80mg% and also received four tickets.  The unregistered vehicle was towed.  The driver was remanded into custody to appear in court on Nov. 28 in Portage la Prairie.

Portage la Prairie RCMP, while conducting a traffic stop at 5:45 am Nov. 24 on Dufferin avenue concluded the driver of the vehicle was impaired by alcohol.  The 38-year-old female from Winnipeg was taken to the Portage la Prairie RCMP to provide breath samples to determine the concentration of alcohol in her blood.  The female provided samples more than the legal limit of 80mg of alcohol in 100 ml of blood.  The driver was released to appear in court at a later date.

While assisting the Department of Natural Resources Nov. 27, a vehicle had been stopped and the driver did not have a valid driver’s licence.  Portage la Prairie RCMP members were familiar with the driver.  RCMP members could smell an odour of alcohol coming from the driver.  The driver provided a breath sample in the road side screening device and the result was a fail.  The driver was arrested and taken to the Portage la Prairie RCMP Detachment to provide breath samples in an approved screening instrument.  The 31-year-old driver from Dakota Plains provided breath samples that were in excess of the legal limit on 80mg of alcohol in 100 ml of blood.   The driver was released on documents to appear in court at a later date.

SPEEDY DRIVING

On Nov. 21 at approximately 2:45 p.m., Portage la Prairie RCMP observed a vehicle travelling at a high rate of speed on Highway #1 Bypass.  The vehicle was stopped and issued a ticket for a speed of 149 km/hr in a 100 km/hr zone.  The 35-year-old male from Portage la Prairie was issued a fine for the amount of $692.00.  

At approximately 3:15 pm on Nov. 21, Portage la Prairie RCMP observed a vehicle travelling at a high rate of speed on Hwy 1 Bypass.  The vehicle was stopped and issued a ticket for a speed of 152 km/hr in a 100 km/hr zone.  The 36-year-old male from Regina was issued a fine for the amount of $731.50. 

On Nov. 23 at approximately 3:15 p.m., Treherne RCMP observed a vehicle travelling at a high rate of speed on Highway #2 near Holland.  The vehicle was stopped and issued a ticket for a speed of 132 km/hr in a 100 km/hr zone.  The 28-year-old male from Bashaw, Alta., was issued a fine for the amount of $469.25.
