The North Norfolk Off-Leash Dog Park committee has been in a holding pattern, months after their project was accepted by municipal council.

Chair for the committee, Kennedy Guy, says the two sides have not come to an agreement.

"We've been kind of negotiating with them for about, well, in total, nine months this project has been in the works, but probably about four or five months, we've been working with them," says Guy. "They initially gave us this ten page contract, that was a tenant and lease agreement."

This is a concept drawing of what the park could look like.She says they have no interest in owning or leasing the land, and the contract doesn't make sense.

"We are simply wanting to create this off-leash dog park for our community, because we know our town will really benefit from it, and gift it to the town," says Guy. "However, they keep asking us to sign this contract. We're the first park and committee to be asked of this, so we're unsure why, and still haven't got answers of why we're being treated differently than every other committee and park that's been in MacGregor."

She says they've done their research, and this appears to be a unique decision.

"We've also called other municipalities and dog parks in and around Manitoba and nobody has ever had to sign a contract for this before," says Guy.

In the meantime, the group continues to fundraise as local businesses and residents have been showing support for the project.
