The 3 month winter weather outlook from Environment Canada raises more questions than answers. Forecaster David Philips says their supercomputer is predicting below normal temperatures from now to the end of February. 
Yet a new report on Friday shows El Nino is gaining strength which usually means milder weather for us. 
Add to the confusion, U.S. forecasts for the Canadian prairies predict above normal temperatures. 
Philips says it's his sense December will be cold and then, as in other El Nino years, milder weather will come our way in the new year.
